Insert name Professor’s name Course/class Date Why the drinking age in the U.S. should be lowered to 18 Getting to 18 years of age is an important milestone for a US resident because it is the legal age for independence, allowing the individual to make his or her decisions regarding tobacco smoking, driving and even joining the armed forces while being treated as an adult by the justice system. While this statement is essentially accurate, it is untrue concerning the ability to purchase and drink alcohol. This is because the US law has set the threshold for alcohol purchase and consumption at 21 years of age (Mistral 1980). The question then remains; if an individual is considered an adult at 18 years of age, is it not right to allow them to purchase and consume alcohol at the same age? Answering this question has been a matter of polarizing debate, with those in support of and opposition to lowering the drinking age presenting valid arguments. The present paper discusses the same argument with a subjective bias towards supporting calls for the US legislators to lower the legal drinkin g age to 18 years. The debate on the drinking age is one that has been there from the beginning of the 20th century. Black Boy, by Richard Wright Essay Often there are individuals who stand up to the racism that exists everywhere in the world. In Black Boy, by Richard Wright, Richard Wright is confronted by racism everyday. Richard faces a difficult struggle in life because he refuses to accept an unequal role in society based on his race. Many of Richards family, friends, and acquaintances accept things the way they are. For example, after Richard seeks guidance from Griggs, he says, Then for gods sake learn how to live in the south! (202). He is displaying his concern by advising him on how to survive in the white world. Griggs is an intelligent person who has a sense of when blacks need to abide by the white rules. In addition, when Harrison and Richard are discussing the boxing match, Harrison say, Its just exercise. Four rounds for five dollars(264). Racism sometimes prevents those it affects from acting rationally or humanely. They are so pressured that they can not truly care about the other person. Furthermore, Richard observes Shorty trying to earn a quarter when he says to a white man, You can kick me for a quarter(249). He shows hos lack of self respect to earn his way through life. Although he has pride for his race, he engages in demeaning behavior to earn money. Therefore, many of the people he knows live their lives according to how the white people want them to live. Richard is forced to struggle because he does not go along with the white way of life and will not accept the way black people are treated. For instance, after being promised to be taught the optical trade, Richard walked up to Reynolds and asked him to tell about the work(207). Richard believed he was finally going to be treated equally. He did not realize that an enemy can be hidden in a friendly place. Also, right after the white man throws the empty whisky bottle at Richard, he says. Aint you learned to say sir to a white man yet? (200). Richard felt no necessity to say since he had never had to say it before. He was not treated with respect so why should he treat them equally. Moreover, after being thrown by Griggs, Richard says to himself, Yes, they were white, but I had not noticed it(203). He felt little connection with those people so he did not act any differently. Although somewhat of an outsider, he learns to remain concerned with humanity. So, Richard is determined to live by his own principles and is willing to live with the consequences. Consequently, the wall of racism prevents Richard from continuing on his path to his greatest potentials. His most essential characteristic is his belief in his own worth and capabilities. This frequently renders him willful, stubborn, and disrespectful of authority, putting him at odds with his family and with those who expect him to accept his degraded position in society.

Shakespeares Witches The witches could foretell the future, they can add temptation, and influence Macbeth, but they could not control his destiny. Macbeth created his own misery when he kills people. This causes him to become insecure, because of the reasons for his actions, which in turn causes him to commit more murders. The witches give great enticement, but in the end, it's Macbeth's decision to fall for the temptation. The three Witches are only responsible for introducing the ideas to Macbeth, and putting the ideas in his head, but they are not responsible for his actions throughout the play. However it's more realistic to believe that Lady Macbeth, Macbeth's ambition, and his own responsibilities ended it for him, not the witches. Lady Macbeth is shown early as an ambitious woman who can manipulate Macbeth easily. This is shown in the line That I may pour my spirits in thine ear(I,V,26). She is selfless, and wants what is best for her husband. Before the speech that Lady Macbeth gives in act one scene five, Macbeth does not want to go through with the killing of the king. She manipulates Macbeth's self-esteem by playing on his manliness and his bravery. Macbeth has the final say in whether or not to go through with the killing, but he loves Lady Macbeth and wants to make her happy. Lady Macbeth is the dominating individual in the relationship. It seems that she can convince him to do anything as long as she pushes the right buttons. Macbeth's ambition is present before the witch's prophesies. He would never have thought seriously about killing Duncan without the witches. But the combination of his ambitious and the witch's prophecies leads him to kill the king. Lady Macbeth even says,Thou wouldst be great/ Art not without ambition.(I,V,80-81). Macbeth also says, his besetting sin: I have no spur/ To prick the sides of my intent, but only/ Vaulting ambition. Macbeth's ambition is shown while he waits to have a succession of kings after him. Macbeth has a lot of ambition in h im and because of this, both the witches and Lady Macbeth are able to make him evil. It is this ambition that gets him into so much trouble not the witches. Once Macbeth kills for the first time, he has to cover up his wrong doings, or risk loosing everything he has worked so hard for. In the end, it all comes to Macbeth himself. Everyone is responsible for his own destiny. This is what I think the theme is in this tragedy. Macbeth chooses to gamble with his life and when he does this, it is only him who chooses to lose it. He is responsible for everything he does and must take responsibility for his actions. Macbeth is the one who made the final decision to carry out his actions. He made these final decisions and continued with the killings to cover the murder of King Duncan. The killing of Duncan starts an unstoppable chain of events in the play that ends with the murder of Macbeth and the suicide of Lady Macbeth. While the witches are not totally responsible for the actions of Ma cbeth, they are responsible for introducing the ideas to Macbeth. Macbeth's ambition led to the deadly chain of events. This shows up multiple times throughout this satire. The Onion uses credible people to sell the product such as Dry. Arthur Blunt This is false ethos because he is not a real doctor, yet some people might believe what he is saying because his title is Dry. (Line 9). It also has statements from another man that has the title of Dry. named Dry. Wayne Franken (Line 41), which ivies the product false ethos appeal as well. Then the Onion uses reviews from different costumers that have used the Manganese product and uses their good reviews on the product as an ethos appeal. Some of the reviews stated I twisted my ankle something awful a few months ago, and the pain was so bad, I could barely walk a single step, said Helene Kuhn of Edison, NJ. But after wearing Mismanages for seven weeks, Eve noticed a significant decrease in pain and can now walk comfortably. Just try to prove that Mismanages didnt heal me! (Line 56). This review s meant for ethos because it shows that this so called product actually works and that actual people have used it. The author added where this woman was from to make it seem more real and it worked. But the issue is that with a twisted ankle, that usually heels within a few weeks so she said she wore the product for seven weeks and felt a significant difference but it could have Just been the natural heeling process, not the Mismanages. Also before this review was put down in this writing, the author states that that Mismanages were released less than a week ago (Line 2). This proves that it is false ethos because Helene Kuhn said she had been wearing them for seven weeks, yet the product was Just released a few weeks ago. False logos is another appeal that appears in this satire writing. This shows up towards the end right before the reviews, but this is what gives away the whole satire. Evaluating Public Interventions that Impact Market Prices What measurement tools can we use to evaluate public interventions that affect market prices? How might these be used to explain the concept of transfer efficiency? (9 Marks) (a) To justify public intervention it is necessary to identify the market failure that the intervention is expected to correct. Public goods; externalities; competition failures; asymmetric information; and missing markets can all be contributing reasons why the private economy is unable to achieve efficiency. A problem that exists is that regardless that market failures are known they are rarely measured. Despite this the impact of public expenditure depends on the precise extent of the gap between social and private benefit. Public spending is necessary during market failure but not always a sufficient means. The application of a tax, for example, may be much more suited than public spending to correct a negative externality, offsetting the social and private cost difference. Another example is the enforcement of anti-trust regulation, which while breaking down monopolies and correcting competition does not alternatively limit the commodity at issue. However, different tools can be used to measure the affect that public intervention has on market prices. The measured price gap between domestic and world prices is a crucial input into discovering what may happen under different assumptions about policy reform. Estimated per tons and tariffs have an equivalent on producer price as measuring the gap between domestic and world price. In measuring the entire global state of affairs on world agriculture, calculating world prices without the addition of policies may be most appropriate. But the purpose of evaluating agricultural policies is to compare interventions made by governments while pursuing their political objectives. The world price does hold the most importance as it ultimately determines the effort the government makes to ensure a certain level of domestic price is maintained. In terms of agricultural policy reform, the different assumptions about the changing policy reform and trade barriers show changes in both domestic an d world prices, narrowing the price gap. However the ability to change world price lies in the dependence of other countries following the same reform. On a smaller level the measurement of farm support consists of adding two elements; the difference between domestic and world price for commodities multiplied by the amount produced and budgetary transfers. Tariffs, quotas and other restrictions on imports, also subsidies on exports together with government in intervention to boost domestic prices, can create gaps between domestic and world price. To find the producer support estimate (PSE), multiply the gap in prices by the amount of domestic production. The consumer support estimate (CSE), is negative because it is the consumer food subsidies amount minus the implicit tax on consumers from market price support. Therefore, the total support estimate (TSE) is found by adding the PSE, the taxpayer cost of consumption subsidies and the provision of general services, and subtracting import tariff receipts. The measurement tools can used to explain the concept of transfer efficiency. â€Å"Transfers are payments from one agent in the economy to another agent for which there is no corresponding flow of goods and services.†(1a.) Thus the aforementioned measures can determine how appropriately used these transfers are in relation to improving the market economy. To evaluate agricultural policy the objective of the analysis of transfer efficiency â€Å"is to relate the combined taxpayer and consumer costs to the additional income which farmers receive.†(1b.) To put transfer efficiency in to terms, it is the net income gain to farmers that comes from one unit gross transfer cost to consumers and taxpayers. Therefore, transfer efficiency ranges from zero to one. While there is no measurement tool that is greatly superior to compare the transfer efficiency of market price support, these measurements help emphasize the trade-offs. Broadly defined, transfer efficiency focuses on delivering assistance to targeted recipients in the most efficient manner possible. Thus, any estimation of the gains from policy reform needs to take into account the relation between economic intervention and the political response that intervention produces. Policy reform is greatly linked to transfer efficiency and support estimates are grand determinants in studying the success or failure of interventions. (b) Compare and contrast the welfare effects of three of the following interventions designed to raise farm incomes: (i) Import tariff (ii) Deficiency payment (iii) Fertiliser subsidy and (iv) Production quota. What assumptions underlie your analysis? (b) The welfare effects of the following interventions designed to raise farm incomes: (i) Import tariff: Tariffs can have an effect on many different parties including the importing country and the exporting country and the consumers, producers, and Government from both the importing and exporting countries. The importing country consumers of the product suffer due to the increase in the domestic price of both imported goods and the domestic substitutes. This reduces the amount of consumer surplus in the market. Producers in the importing country have a positive gain as the price increase on the domestic market increases producer surplus in the industry and increases output, raises employment and increases profit. Tariff revenue is given to the Government and its benefit is detrimental on how the Government spends it, such as using it to support many government-spending programs, which most likely benefit the public. The impact on the country is determined by totaling the gains and losses to consumers, producers and the government. The overall effect is a positive tra de effect, a negative production distortion and a negative consumption distortion. Since there are both positive and negative elements for the importing country the national welfare effect can be positive or negative. Exporting consumers of the product become better off as the import tariff decreases domestic price and raises the amount of consumer surplus in the market. Exporting producers suffer as the price in their own market decreases along with the producer surplus in the industry. Given that the importing country imposes the tariff there is no effect on the exporting Government revenue. The overall welfare effect for the country is determined by adding the gains and losses to consumers and producers. This effect consists of a negative trade effect, a negative consumption distortion and a negative production distortion, which produces a reduction in national welfare for the exporting country, as all the effects are negative. Adding the national welfare effects in both the importing and exporting countries creates the effect of the import tariff on the world welfare. The overall effect is negative as both the importers and exporter’s consumption and production distortion are each negative. Therefore, an import tariff results in a reduction in world production and consumption efficiency, as the total of the overall losses in the world outnumber the overall gains. (ii) Fertilizer Subsidy: A subsidy for fertilizer is sometimes paid to offset the disincentive effects of low producer prices. Market price support has an effect on the price-ratio between a product and a production input like fertilizer. The expansion in fertilizer subsidy has created greater use due to a distortion of the real price of fertilizer in turn to lower effective pricing. This has resulted in external costs such as a difficulty in monitoring and controlling agricultural pollution. Fertilizer subsidies can be justified, especially in developing countries, in order to maintain soil fertility and to conflict against soil erosion and deforestation. In the 1980’s fertilizer subsidies for countries were estimated at an astounding $2.8 billion, since then this number has rapidly decreased. A need to reduce fertilizer use can be attributed to a generation of health effects. In the world market effects of subsidizing agricultural inputs such as fertilizer raise market barriers and hinders competition, which enables inefficient structures to be protected and maintained. Other negative factors include an indication that rich farmers adversely gain from agricultural subsidies. The welfare effects of an imposed fertilizer subsidy entail a benefit for consumers due to a lower price. Producers’ welfare is not necessarily determinable, as although their price has reduced so have farmers’ costs of production. To establish the effect this subsidy has had, one must be able to find the elasticity of the demand curve. If demand is inelastic, producers will experience a net loss. (1c.) The effect the fertilizer subsidy has had on the total welfare is accounted to the tax placed on the taxpayer. This is found by locating the reduction in the cost of the agricultural product to farmers compared to the new production of wheat produced. (iii.) Production Quota: Production quotas limit the level to which an industry and the individual producer can adjust to changing technical and market conditions. Farm prices are being heavily affected through the rapid growth in supply in contrast to demand, which lowers farm prices and therefore reduces farm incomes. This is a major reason why farmers may seek a production quota to control the rising supply production. When a quota is enforced, if the price falls the supply to the right of the quota becomes inelastic as the producer is not allowed to increase supply. The welfare effects of a production quota are negative on consumer surplus. However, for producers to benefit after a quota the demand curve must be inelastic towards the original price. Also, we must understand that the extent to which structural change is withheld varies based upon the ease of transfer of quota rights. A trade in quota rights between producers may be constrained or there may be blemishes in the quota market. Producers may also try to lease or sell their production quota rights, creating a capital value. However the problems that arise in the future income to farmers may be reduced due to an inability to reform these production quotas. (1d.) The way that quotas are put into effect is to proportionately cutback both the most and least efficient producers but this would also increase the economic costs. To minimize economic costs trade must be encouraged within quotas. This will allow the suppliers whom prevail as the most efficient to purchase quota rights producers that lack efficiency as it will be better served if used by the more efficient of the producers. Under a free market approach, these inefficient producers will be forced from the market, creating an overall more efficient economy and then the production quota will be removed. However, due many restrictions the market is rarely a free and open environment and the welfare effect of a production is generally a negative outcome as a deadweight loss has been created. The assumptions that underlie this analysis are that all of these interventions are created under fair markets. That these markets can all compete together and there is no discrimination between countries. That these interventions reflect a change within each country that is comparable to its contrasting effect within the world economy. That these interventions can be subjectively held accountable upon each individual, for example, that the production quota can be accurately held accountable upon each farmer. Also, fair trade is allowed where there is no bias among trading parties. The major assumption is that when an intervention is put into place the effect will be equally felt by each producer and likewise by each consumer. a) Using a quantitative method enables you to draw up conclusions from the statistical results. One advantage of this is using questionnaires to get generalisable results. You are able to distribute these across England and Wales to all types of people, working class, middle class, male or female etc, which later makes your results more representative of the population that you are studying. You have results from a range of people instead of one particular group, which may have higher rates than others due to material or social factors. Another advantage is quantitative data is a lot faster than qualitative data, so if you didn't have a lot of time to gather your results then a quantitative approach would be best. You don't have to ask informal questions in interviews but instead can gather statistical information via quick survey questions that make your results easier to read. b) One advantage of using two methods to gather your results is you can measure them against each other. If your results are similar then they are more likely to be valid measure of your sample. If however there is a major contrast then you could adopt a different method until you have similar results, to ensure your results were a valid measure of the thing you were studying. Another advantage is the more results you have, the more you can generalise about your sample. You could extract results from each targeted group you were studying which would make them representative and in the end more reliable. You have a wider range of results that you could pick your results from. c) Despite minor fluctuations, Item A demonstrates a steady rise in divorce rates in England and Wales over the past 30 years. It has increased dramatically by over 10%. The main cause according to the item is the introduction of divorce laws in the UK, in particular The Matrimonial Causes Act of 1967. To get into the field I will interview children and their parents at schools throughout England and Wales. To make my results generalisable, I will use a public and a Comprehensive school from each county. This also makes my result representative as I am using schools from different social backgrounds, which will give me a good representation of the stability of family life from different social classes. Once I am in the field I will use unstructured interviews and focus groups to gather my data. I will interview children to make sure I obtain reliable results – one answer tends to be better than two. When interviewing children I will make sure their parents are present in case anything is said that they disapprove of which would be unethical. To gain access of parents I will use parents' evenings to interview them together. This way I will get one answer from them instead of two, which could be different. It also saves time comparing results. When conducting the interview I will ensure my questions are similar for each and that the family understands what the questions entail so my results are valid. I must make sure I am measuring the stability of family life that I recognize, not what someone else believes is the concept. This will then make my results reliable for use. e) When using qualitative data, the methods used can make results unreliable for a number of reasons. The main concern with my method is, are families likely to confess to a stranger that their family is unstable? The simple answer is no as that could be embarrassing and it's a personal question. If I was using quantitative data for example, questionnaires then people might put a truthful answer down as they are not under scrutiny from the interviewer or their partner. Interviewing children is also difficult especially whilst under the influence of their parents. They are likely to know if their parents are in an unstable relationship for obvious reasons but may not wish to say so because they are being watched by their parents which raises the point of obtaining reliable results. However you can't interview them without their presence due to ethical values. Parents are also under the influence of each other. Even if the marriage is unstable, one may be too afraid to say so due to the reaction of the other, again causing concern for the reliability of my results. My method of collecting data may not work when it comes to interviewing families at parents' evenings. Statistics show that parents from working class backgrounds are less likely to show up. This could be due to work factors such as shift work that most working class people tend to do. This would mean that you would have more parents show up in public schools than you would in your local Comprehensive thus giving you an unrepresentative measure of your sample. Another drawback is generalisability. You need to have a diverse sample to make sure it is representative but this then makes your method time consuming and expensive. You would need to carefully select your destination but either way there is a downfall to this factor.

Meaning everyone equally owns all of the earth and its fruits. How can we humans, fairly distribute this land? What gives one man the right to a deer over every other person on earth? Labor, Locke states â€Å"The labor that was mine removing them out of that common state they were in, hath fixed my property in them†(13). This meaning that once you put work and physical labor into some sort of land or animal, it is then yours to own out of the common land. For example, a man sees a deer on the side of the road and uses his weapon to kill it. He has used his recourses and skill to take that deer out of the common and made it his property. The same can be said for land. You work on the land and use it to grow crops. Therefore, the crops are yours. Locke follows up this view he has by saying you can only take so much, because then you will be taking for spoils. â€Å"Nothing was made by god for man to spoil and destroy. † (Locke 14) I believe this is the part we as habitants of this earth have disregarded. In today’s world, we constantly spoil land and recourses. For a little money, we are willing to ruin habitats to the point of extinction or complete eradication. I feel as if Locke wrote this as a warning, stating, yes you may own all land that you labor on but do not spoil it. What makes us as humans ignore this? Greed is a very powerful thing and if we allow man to own all land in which he works in, what is to stop him from abusing it to receive riches? There wouldn’t be a need to spoil the land for riches, if gold didn’t have such a high value in society. Locke is very much aware that the balance can be broke fairly easy. At the end of section 50 he states â€Å"But since gold and silver, being little useful to the life of man in proportion to food, raiment, and carriage, has its value only from the consent of men, whereof labor yet makes, in great part, the measure, it is plain, that men have agreed to a disproportionate and unequal possession of the earth, they having, by a tacit and voluntary consent, found out, a way how a man may fairly possess more land than he himself can use the product of, by receiving in exchange for the over plus gold and silver, which may be hoarded up without injury to any one; these metals not spoiling or decaying in the hands of the possessor† (23). After stating what he believes is the best way to distribute land, this is his way of warning us how easily this balance can be broken. He means to show everything he explained doesn’t matter because we have allowed value to be given to something, which cannot feed man and does not spoil in the hands of man. Therefore, unbalancing nature and allowing certain men in power to posses a disproportionate amount of this earth only because they own more gold and silver. By us as a society agreeing blindly to give gold such high value, we have changed the ways of life from wanting to obtain cattle, land, and natural goods. To in turn only chasing gold and silver (money). This only hurts the earth that has been given to all men in common by God. It allows men with wealth and power to spoil lands and destroy habitats only because they choose to obtain absurd amounts of gold to let decay and spoil in their hands. Take for example all the animals, which go extinct by allowing certain men with enough money to go out with multimillion-dollar machines and completely wipe out forests. Which is as Locke states given to all men in common. So what is Locke’s purpose in making us realize this? Its feels like a warning, letting you see the way earth should really be distributed and then by explaining how gold has ruined that. It plants a thought in your head that makes one wonder if we truly are equal and if the earth truly does belong to us all in common. It seems like land it’s only owned by those who have been successful in obtaining gold in one form or another. Even if it means spoiling the land that belongs to all humans in common, not to just them. I believe Locke was way ahead of his time. He is predicting how the world is in a society where gold and silver are the important possession. The combination of the way Locke believes land should be distributed, and the value we have agreed to give gold in society. Locke states â€Å"Right and convenience went together; for as a man had a right to all he could employ his labor upon, so he had no temptation to labor for more than he could make use of†(23). Here at the end of Chapter V is where Locke believes if we as men only take what we need to survive it would be highly convenient and the distribution of land would work out perfectly. We all know in the world we live in today that will never happen. Man will take as much as he desires till the land is too spoiled to take anymore. These two separate views on property that we as a society have agreed to live under only hurt us further. The combination of them is what causes a heavily unequal society. The First Crusade made it possible to start wars with anyone for their religion throughout Europe across the Mediterranean to Asia, on to Africa, and other surrounding areas. The advances of the Crusaders can be seen as admirable and condoned in the eyes of God, who was the only entity that Crusaders deemed worth possessing the power to judge them. It shows you care about doing well. But, too much nervousness can be detrimental. Here is how you can control your nervousness and make effective, memorable presentation: Know the room. Be familiar with the place in which you will speak. Arrive early; walk around the speaking area and practice using any vis ual aids. Read your speech out loud to yourself – alone. Know the audience. Greet some of the audience as they arrive.It’s easier to speak to a group of friends than to a group of strangers. Know your material. If you are not familiar with your material or are uncomfortable with it, your nervousness will increase. Practice your speech and revise if it is necessary. Pay attention to the way you feel when you read your speech. Is your speech easy to follow? Visualize yourself giving your speech. Imagine yourself speaking, your voice loud, clear, and assured. When you visualize yourself as successful, you will be successful. Realize that people want you to succeed. Audiences want you to be interesting, stimulating, informative, and entertaining.They don’t want you to fail. Don’t apologize. If you mention your nervousness or apologize for any problems you think you have with your speech, you may be calling the audience’s attention to something they hav en’t noticed. Keep silent. Concentrate on the message – not the medium. Focus your attention away from your own anxieties, and outwardly toward your message and your audience. Your nervousness will dissipate. Gain experience.
